LEADERSHIP

PHFI-IIPHB and IIT Kanpur are working in close collaboration with UCL UK. PHFI is implementing the project through its constituent institute, Indian Institute of public Health Bhubaneswar. Prof. Sarit Kumar Rout at IIPH Bhubaneswar and Dr. Sukumar Vellakkal, Associate Professor at IIT Kanpur are Indian leads. Additionally Prof. Dr. Shridhar Kadam and Prof. Srinivas Nallala are part of this project. The team brings together public health researchers, health system specialists, health economists, and governance specialists from the UK and India.

Citizens’ choice of care

Why do people choose particular providers — and what would draw them to public urban PHCs? Uses a discrete choice experiment.

Continuity of care

Mapping how people move through a fragmented system — across informal providers, PHCs, and hospitals — especially migrants and those with chronic conditions.

WP 3

Service coverage and quality

What services do urban PHCs actually deliver versus what they are meant to — and who gets left out? Facility audits and household surveys.

WP 4

Budgets and expenditure

Tracking how money flows to urban PHCs, how it is spent, and what an adequate budget for basic urban primary care would actually look like.

WP 5

Governance institutions

Examining whether city and state bodies have the capacity to handle the specific challenges of urban health — from migrant populations to private sector regulation.

Three cities, one connected study

SITE 1

Kanpur

A major industrial city in Uttar Pradesh with dense urban-poor populations and complex patterns of health-seeking across public and private providers. Led by IIT Kanpur.

SITE 2

Bhubaneswar

Odisha’s capital and a Smart City, with active municipal health infrastructure and ongoing state-level urban health reforms. Led by IIPHB/PHFI Bhubaneswar.

SITE 3

Bengaluru

A rapidly expanding metropolis where urban governance is fragmented across multiple jurisdictions — making it an important case for studying health system coordination
